Use progression as a chain of unlock pressure, not as separate quest, research, and achievement lists. The useful question is usually: which system is blocking the next set of items?

Research is easier to plan by lane than by raw row order. Start with survival and crafting pressure, then branch into tools, farming, power, animals, airship work, and optional base polish.
